Complaints

In accordance with the NERC Compliance Monitoring and Enforcement Program Section 3.8, Complaint forms are used to allege violations of a Reliability Standard. SERC CMEP Implementation Procedure 3.8 describes the Complaint Process in detail.  SERC complaints are submitted directly to SERC, and NERC complaint forms are submitted directly to NERC.

Complaints sent to SERC are preferred when a complaint is made against an entity within the SERC region; SERC will investigate whether there is sufficient basis for a Compliance Violation Investigation.  To submit a complaint please log into the Portal and choose Complaints-> Add Complaint from the left navigation menu.  Complete the information and select Submit to SERC.  If you experience problems or have questions, please email serccomply@serc1.org.  

If the complainant does not have access to the Portal and does not wish to remain anonymous the following SERC Complaint Form can be submitted to SERC.  Instructions are included within the form.  Complaints may also be made by calling the SERC Complaint Hotline (1-877-644-SERC).

NERC complaint forms are preferred when (1) the complaint is against SERC Reliability Corporation, or its affiliates, committees, or subordinate structures and/or (2) the complainant wishes to remain anonymous or specifically requests NERC to conduct the review of the Complaint.  Complaints may also be made directly to NERC via phone by calling the NERC Hotline (609-524-7029) or by sending an e-mail to hotline@nerc.net.
